Two Party The actions are performed by different parties. A complete sentence with a verb in the past tense comes after “чтобы”. When generating random sentences reject those where the parties are the same or the meaning is silly. |

Caution
Do not automatically insert чтобы into a sentence just because it has a second verb which is in the infinitive. Used improperly чтобы creates weird meaning. For example:
Я хочу чтобы идти пешком. |
I want in order to go on foot. |
Notice how чтобы exaggerates the importance of wishing by turning it into a necessary condition. Other common errors:

He asked in order to open the Bible. |
Он сказа́л чтобы откры́ть Би́блию. |
He told in order to open the Bible. |
Since чтобы with the infinitive indicates that one person performs both actions, inserting it here conveys the perplexing idea that his request somehow makes it possible for he himself to open the Bible.
